
A native of Robstown, where he attended public schools, he earned a degree from Texas A&I University with majors in political science, history and sociology. In addition to organizing for the United Farm Workers, he also worked on numerous civil rights causes and organizations, several of which he helped found.
Guerra also worked with several philanthropic foundations before becoming a freelance writer, penning articles for numerous national and regional magazines. In 1991, he became the first Latino to write a general interest column in a major daily newspaper, the San Antonio Light. When that publication closed, he was named metro columnist by the San Antonio Express-News, from which he retired as the senior columnist in 2009.
His writings have often dealt with complex public-policy issues, the Texas Legislature and Congress, and local governments and other public entities.
He has also written extensively on electoral politics and its related issues.
